Run OpenRAM characterization and ingest generated timing and power

Problem

The repository emits OpenRAM configurations, but current latency and energy values remain analytical.

Acceptance criteria

• Run at least one checked-in macro configuration through OpenRAM with a supported PDK.
• Archive reproducible configuration, tool version, and report hashes.
• Parse characterized timing, area, and power into the memory report schema.
• Compare characterized values with the current analytical defaults.
• Document any PDK or license restrictions without checking restricted files into Git.
