[Bug]: Export-Help cannot run on main with branch protection rules

Steps to Reproduce

Create repo, enable branch protection rules and run a release.

Expected Behavior

Release should be created

Actual Behavior

Release creation fails and export-commandhelp step. Cannot commit to main repo.

Environment Information

New repo, existing repo.
