[Bug] Edit JAF (Recruiter View)

Describe the bug

Recruiter cannot change salaries or eligible branches for JAF's.

To Reproduce

Steps to reproduce the behaviour:

1. Login as recruiter
2. Fill a JAF
3. Go to that Job and try to edit salary or branches.

Expected behaviour

Mostly JAF should be customizable even after submitting.
