Provide a GitHub Action for installation

One of my workflows when moving to WASI SDK 23 due to the file renaming of the release tarballs to include the CPU architecture. Having a GitHub Action that downloaded, cached, and installed WASI SDK would be handy to avoid this sort of thing in the future.
