Road to a 1.0 production release

We need to make KERIA ready for a 1.0. This is a meta-issue to aggregate all 1.0 issues such as those in the vLEI software prioritized backlog and other high priority issues including the following starting list.

• KERIA Clarification regarding multisig OOBI #171
• KERIA Joined member of multisig can't access registries #316
• KERIA Members of multisig group can become out of sync without a way to recover #213

Please comment here with issues that should be a part of this list. Let's get a 1.0!

Other footguns:

• Making a protocol for challenge / response in order to clarify that the challenge words should be an array of words and should not be concatenated into one comma-delimited string.
• The need to refresh keystate to discover the delegator's AID
• Avoiding lockout from multisig group (like Members of multisig group can become out of sync without a way to recover #213)
