Add Romanized Arabic

Describe the problem

I would like to add Romanized Arabic to the standard languages of Weblate. Arabic is the most spoken Right to Left language in the world and my software does not support it. It is a huge problem for a lot of software engineers.

Add language code ar-Latn like the other Roman variants
