Reconsider translation memory scopes  #18867

Weblate currently stores translation memory in three scopes user, project and shared. The project scope now has lifecycle management, but other scopes do not.

That brings question whether these scopes are actually needed. The shared scope can be substituted by filtering on projects having sharing enabled. The user scope could be substituted if the translation memory would keep authorship.

This would also make the stale entries more manageable. Currently there is no easy way to delete existing shared entries.
