Improve CSV upload

This meta issue tracks requested bug-fixes, performance enhancements, and feature requests related to uploading historical data.

Priority issues:

• Upload of small historical csv times out #696
• CSV Upload "Succeeds" when no result UUID's are valid and nothing is uploaded #739
• Better error reporting for CSV Upload function #527

Feature Requests:

• GUI for csv uploads #384
• Don't allow CSV file upload success/failure pop-up to disappear without user acknowledgement #347

We are not likely to complete all these in a single release, due to budget constraints, and will be prioritized after:
