Catch Filter functionality

The Catch Filter should appear for all roles (agency admin + global admin + officer) look and act like this - including any searches: https://mongodb.invisionapp.com/console/share/VJXLVXNPGW4/587693034 - note that there are 3 fields being searched here - Species + Weight + Count. The fields are all optional (although of course one should be filled out to be meaningful).
