Pre-processing for occurrence ID is different between bulk import and in the product

Occurrence ID formatting uses underscores _ in place of spaces between words.

Manually editing the occurrence ID in the Identity section of the encounter (/encounters/encounter.jsp) changes spaces to underscores (wild me test becomes wild_me_test).

If a user bulk imports an occurrence ID with without underscores, bulk import doesn't convert it and saves it exactly as entered (wild_me test remains wild_me test).
