Can't quick search by encounter number in Wildbook 10.6.0

The quicksearch bar returned to Wildbook in version 10.6.0 after going away in version 10.3.0. However, encounter numbers are no longer searchable in quicksearch like they were before.

looking at the code, i believe this will be a two-part fix:

1. backend, we need to add encounter ids being indexed on individuals
2. frontend, we need to alter the os query json we make to also include this field
