remove tapirlink

Context

tapirlink is no longer leveraged by any Wildbook and the display it provides just creates confusion when people notice it.

Requirements

• Remove all code related to TapirLink, at minimum those found in:
  • common configuration (CommonConfiguration.java, commonConfiguration.properties)
  • header.properties
  • encounter.jsp
  • EncounterSetTapirLinkExposure.java
  • Encounter.java
  • MassExposeGBIF.java
  • web.xml (remove servlets from above where applicable)
• Build compiles
  • spot-test encounter.jsp and header.properties for regressions

work was done by opensource contributor in PR770, but they had other commitments. we shall revisit this work-in-progress during the next available techdebt cycle.
