Special characters in usernames cause errors during encounter search

Expected Behavior
A user can access any tabs from their Encounter search results page.

Current Behavior
Special characters in usernames (such as "@") causes an HTTP Status 500 – Internal Server Error when they access the Analysis tab (/encounters/searchResultsAnalysis.jsp) of an Encounter search.

Testing Notes
Changing the username from the email address to a name without special characters has fixed the error when searching for encounters. As of Nov 15, 2024 it resulted in the indexing of the user's encounters to take a long time as their encounter numbers slowly increase as the user retries their search. (related to #785)
