App tile automatically pins to the taskbar without any prompt#1

The application uses taskbar manager api to prompt the user on the first launch.
However, in SP6 WCOS devices the app is getting automatically pinned without any prompt.
Is there any limitation of this API specific to SP6 WCOS or other devices or OS versions ?
