Button active/hover/focus state is confusing.

The buttons work as toggles on https://developer.wordpress.org/redesign-test/reference/since/6.1.0/ and if you click on the button, it toggles the active state. When you hover, the button state is grey, so it isn't clear that you've toggled the button successfully until you stop hovering.
