Port prometheus alerts from textpressoentral to the new dockerized system

Port all prometheus alerts from tpc to the new system. Right now all prometheus and grafana config for tpc are defined in a separate repo (https://github.com/WormBase/tpc-monitors). Make these part of the main caltech-curation-services repo to simplify deployment and maintenance.
