Doesn't work on self-hosted runners

When trying to run this action (v1.8.0 @ c638ead) on a self-hosted runner, the action fails

Error: Error: Building container actions is not currently supported
Error: Process completed with exit code 1.
Error: Executing the custom container implementation failed. Please contact your self hosted runner administrator.

Do you use any public actions that are Docker based in your workflows that do not have this issue? Because I would love to know how to fix this issue and switch to Kubernetes mode on my own self-hosted runners as well :D.

While I'm not opposed to doing that with this action, that doesn't solve other Docker-based actions I have where that isn't an option 😉.

I'm afraid the Kubernetes mode will never allow a Docker-based action. I see 3 options here, the 2 first ones modifying the runners and, and the last one modifying the action:

• Use the DinD mode
• Customize the modes, creating a mix of DinD and Kubernetes
• Switch to a not Docker-based action

There is a firth option, while still using Docker: #194

Need to polish that PR obviously, and make this change across all my actions. But feel free to test out that branch and share your results.
