Add prebuild artifacts for new release!!!

For tokei version newer than 13.0.0, In GitHub release page, there is no longer prebuild artifacts (especially for Windows) available to download, this is extremely inconvenient for downstream packager maker like Chocolatey an Winget.

It would be nice to bring prebuild artifacts for different platform back!!!

I am using bin to keep my Github Binaries up to date, this works really well with Rust and Go binaries but I can't do that for tokei anymore
By the way readme still reference those binaries
