我们需要将编译好的算子产物，通过AclRt sdk下发到Npu设备上。为此，我们需要封装自己的运行时模块。

这种功能是不是可以做在backends里

一级分类打算以compiler和runtime为界限，再各自分backends，compiler/backends里加的话，目录结构太深，而且肯定有公共的代码可以服用。
