Allow fee voting via CLI

Summary

Currently, validators can only handle fee voting via config. Amendment voting can be done via CLI without requiring a machine restart. Fee voting should be doable via that same mechanism.

Solution

Add a new RPC (+ CLI support) that allows validators to change their fee vote from their node without restart. (Or update an existing RPC, like fee, to add this)
