[1.21.x] [Neoforge] Crash when generating chunks with additional placement

From what I can see in the log, the game crashes when chunks are generated, a stone stair is created, and their state crashes the game.

It happened again. It seems to be a Swamp structure causing the crash.

Just got this as well not just NeoForge

Minecraft Version: 1.20.1
ModLoader: Forge 47.3.12
AP Version: 2.1.0
Extra Version: 4.0.3

The server did not make the crash log for some reason but it is in the log file

One thing I noticed is something about swamp that is in the error codes

Same is one of the swamp structures causing the crash.
I hope this can get fixed.
