I tried running it as an administrator and normally.

I restarted my computer and I always get the same error. I am using windows 10 pro and the steam legacy version of half life. I get the same error when I try it with the anniversary version of the game.

I have since tried it on another windows 10 machine and I get the same error

Have you tried redownloading the file and making sure Windows Defender doesn't quarantine the file?
