`-l, --localtime Display the timestamp in the local timezone` in `aws-ct-timeline` command

Under `Time Format` in `aws-ct-timeline`, I would like to add a `-l, --localtime Display the timestamp in the local timezone` option which will display the timestamp in local time.

For example if the original is: `2023-07-10T12:27:45Z` and the local timezone is JST, then it should be outputted as `2023-07-10 21:27:04+09:00`
