docs: implementation plan for phase 0.7 → 1.0 batch

bite-sized tasks per superpowers:writing-plans. each step has either
exact code or exact command + expected output. TDD throughout (failing
test first, implementation, run-to-pass, commit).

5 sub-projects:
  0.7  kotlin gradle CI job (2 tasks)
  0.8  cloudflared install + live verification (4 tasks)
  0.9  council multi-AI orchestration example (2 tasks)
  1.0a signed manifests (ed25519, key pinning) (3 tasks)
  1.0b read-only federation (one-hop, stretch) (1 combined task)

self-review surfaced no gaps; type consistency verified across signing
API and publish() parameter. proceeding to subagent-driven-development.
