Description
This is a brand new payload feature, which prevents a shared key from stopping when it or its user runs out of kudos. Instead it downgrades the resulting request priority to Anon and the requirements low enough to not require upfront kudos.
As an aside, do you set the shared key kudos to -1 when generating or to how much?
