📋 Description

Provide an optional emergency admin that can cancel proposals without voting.

✅ Acceptance Criteria

• Storage: admin: ContractAddress (set once at construction)
• Entrypoint cancel(proposal_id: u256) callable only by admin
• Emit ProposalCanceled(proposal_id)
• Admin cannot vote or change outcomes, only cancel

🧪 Testing

• Admin cancels → success
• Non-admin tries → revert
• Admin address can be zero (disabled)
