Prepare for numpy 2

Just keeping track of what packages need special handling:

• tensorstore --> fix(tensorstore): update tensorstore & builder import #862
• dbscan, probably abandonded (last update Jan 23) --> scikit-learn has replacement? cc @dodamih --> https://github.com/ZettaAI/internal/pull/83
• imgaug, abandonded, but still has community support --> several forks for numpy 2 --> chore: upgrade imgaug, replace dbscan, upgrade lightning for numpy2 #958
• PCG?!
• pytorch-lightning (uses np.Inf) --> upgraded from 2.0 to 2.5, tested ddp example run and didn't see any issues
