fix(anchors): correct all Start Here / TOC anchor links using verified GitHub algorithm

Root cause: GitHub keeps VS16 (U+FE0F) in anchors and preserves -- for removed
special chars like em-dash. Algorithm verified against 5 known working anchors.

Fixed in all 3 READMEs (EN / zh-CN / ja):
- Scenario Guide: #️-scenario-guide--what-should-i-use-for
- Stack Recipes:  #-stack-recipes--curated-tool-combinations
- Anti-Picks:     #️-anti-picks--what-not-to-use-for
- Timeline:       #-2026-ai-timeline
