Dev container postCreateCommand failed with error code 127

When starting a dev container, the following output is produced

[84568 ms] Start: Run in container: /bin/sh -c uv pip install -e .
[84716 ms] postCreateCommand failed with exit code 127. Skipping any further user-provided commands.

When running locally, using Ubuntu 22.04 LTS, the following output is produced after running pip install -e .

meson.build:115:23: ERROR: C shared or static library 'mkl_gf_lp64' not found

Not sure what's happening locally but I'm wondering if maybe it failed to solve the environment with precompiled binary dependencies for some reason and then tried to compile something manually which would likely fail.

The dev container files are there because I tried out dev containers when we were having issues with our HPC environment and I needed an alternate way to work. I hadn't used dev containers before and don't think I figured out how to automate everything. I think I still had to do a few manual things after building the container but I don't remember what they were off the top of my head. If I find some time I can take a closer look at that since a dev container environment should be more shareable.
