Notification Interval is Ignored #1148

Describe the bug
After setting notification intervals (per camera) in the "event server" settings in zmNinja, none of the minimum intervals appear to be recognized. A 120 second minimum interval will still send notifications every 10-15 seconds if notifications are configured for motion detection (or whatever else ZM might be notifying about).
Debug logs
I'll be happy to provide logs if you can tell me what to look for. In the zmN debug logs I've looked at, I see the notifications being sent but I don't see any errors or reports about a reason for ignoring the intervals.
