Windows installation issues

Recently a user tried to install scope on a Windows machine, and two dependencies failed to install:
- healpy (known issues with Windows; possible solution [here])(https://healpy.readthedocs.io/en/latest/install.html#installation-on-windows-through-the-windows-subsystem-for-linux)
- cesium (pip install didn't work; potential solution to install from source)
