Enhance Python libraries to use the exported compressed list of PURLs

Update Python libraries to validate the syntax and correctness of PURL using the exported compressed list.

Deliverable: A command line tool that invokes the updated Python libraries, PurlDB, and compressed dataset for offline validation, with documentation for local deployment.

Enhance/update/test existing tool.
