Tenants Users

Hi,
Tenants usually represent different organizations. That means there should be a segmentation between users of different tenants. However, I couldn't find in API any endpoint where user is linked to a tenant (except from the tenant's admin created with the tenant itself). I also expect that the tenant admin would be able to create users for it's own tenant. When I tried calling the user creation endpoint as a tenant admin, I received an unauthorized response.
Am I missing something?

Found the answer:
tenant creation adds a tenant admin
login as tenant admin
users created by tenant admin are linked to the same tenant
