Drop jQuery Migrate from the default bundle

Once the unmaintained plugins are replaced, remove jquery-migrate from JQueryScriptContributor and from the @abp/jquery package, then verify that the development build produces no JQMIGRATE message.

Blocked by the other jQuery cleanup issues. Part of #25123, related to #17093.

I'm not sure, I'll investigate further and try to use minimal dependencies
