Ephemeral queues go through Raft when Raft is enabled

The Raft FSM in queue/raft/ processes all queue operations regardless of queue type. When Raft is enabled, ephemeral queue writes also go through Raft consensus, adding unnecessary latency. Ephemeral queues should bypass Raft and write directly to the in-memory store.

While this is also an architectural decision - it is probably the right call to remove ephemeral queues from replication. It does not make sense to replicate something that was meant to be disposable in the first place. If you need such thing - create a real queue.
