Forbidden Request for Unknown Reason

Describe the problem.

During the SC tutorial we occasionally saw a ForbiddenError returned from the cloud exchange. The error did not see to affect the functionality of the Battleship Tournament. Since it was live, as far as I am aware we did not capture the exact error, or the steps to reproduce it.

I encountered similar sounding symptons, although not necessarily the same cause, a few days ago. This was a run that had been alive (but doing nothing but letting globus compute listen to an empty AMQP queue) for about 21 hours. When I ctrl-Ced it, academy attempted to shut down, and this is what happened:
