Describe the Request
Currently the HTTP Exchange only implements access based on tokens. If an agent can access the exchange, they can talk to all agents belonging to that user. We want more fine-grained permissions where agent can only read from the mailbox they have been assigned, and the ability to pass messages can be restricted to a smaller et of mailboxes.
