Assimilate rspec-questionwriter into fppGen

rspec-questionwriter should be phased out in favor of fppGen. This means:

• the rspec autograder needs to be added to the collection of auto-grader handlers in fppGen
• some plumbing between region loading and html generation needs to get cleaned up
