tools/install.sh should support macOS developer installs instead of treating non-Linux hosts as unsupported

`tools/install.sh` currently only handles linux environments. On macOS it falls into the unsupported path and skips ownership/permission setup that is still relevant for local developer installs.

This makes macOS local setup harder, even though the repo still contains a macOS developer-install guide.
