[User account] - Greying out own user account module #10422

Since we are sharing the user account module with users, it has become needed to grey out the user account to prevent users to modify their own permissions. Currently, only the permission section is greyed out. However, the whole account setting should be greyed out to prevent site and project removal for instance.

A clear and concise description of what you want to happen.
It would also be beneficial to add a message stating that password and email can be changed under my preferences and that any other permissions changes should be requested to an administrator.

There was a mention of keeping access to their own account for super user or to add a permission to be able to edit your own account.
