Add correct link to Github issue from every paper page

We should add a link to every paper page to the Github issue for corrections, pre-populated with lots of data like the Anthology ID.

@mbollmann do you have any input on the design of this? I was thinking we could add something small, but visible, text near the page header, reading something like "Click here to fix problems with the paper's title, author list, or other metadata."

Maybe "⚠️ Report issue with paper metadata" or "⚠️ Paper metadata is incorrect"

@mjpost I probably have, but not sure when I can get to this. I kinda forgot that we wanted to do this after making the issue templates.

@nschneid I'd probably go with "File a correction" or something else that indicates that this is for providing more specific information than just "hey, something is wrong here".
