Update Links to Make Clear What is Clickable

It is unclear what clickable links are actually links. This makes the UX fairly unintuitive and you don't know what is and isn't a link.

DoD:

• Links are colored secondary light
• Links are secondary dark on hover
• Links include a and link html tags, but doesn't include navbar or footer nav elements
