Runner Scale Sets: Support for GitHub Enterprise Server (endpoint URL)

I haven't experimented with ARC yet, but the fact that the architecture diagram of the officially-supported Runner Scale Sets mentions "pipelines.actions.githubusercontent.com" as the endpoint URL makes me wonder which endpoint is used on GHES.

The GitHub docs page allows switching to the GHES versions for the Runner Scale Set docs, which implies that GHES should be supported in general.

I deploy ARC scale sets to my enterprise using the "Enterprise settings" link. Should look something like https://github.your-enterprise.com/enterprises/enterprise-nickname
