docker daemon is not always running

I observe this error randomly in arm runner ubuntu-24.04-arm:

Error: ERROR: failed to initialize builder builder-5f4c7329-866b-4c49-8265-10783c0a56b0 (builder-5f4c7329-866b-4c49-8265-10783c0a56b00): Cannot connect to the Docker daemon at unix:///var/run/docker.sock. Is the docker daemon running?
