[bug] actions/upload-artifact@v4: Error: EPERM: operation not permitted, stat 'D:\a\<something>'

What happened?

I come across #295 and #324.

It says "V4 no longer relies on the stat command in any way" but I am already using v4.

This can be seen on the Windows runner:

What did you expect to happen?

No error, successful upload.

How can we reproduce it?

Use this workflow: https://github.com/BLumia/kf6redist/blob/73788fcddc4f8fa657911ed7d2624df2eaa7f104/.github/workflows/windows.yml (you need this exact revision since I applied a patch to the codebase to workaround this issue.)
