Can't read $HOME or ~/

It doesn't seem to accept either of these in asset_path. It always tells me it cannot find the file, but it exists there.

I also tried:

          asset_path: ${{ env.HOME }}/.cabal/bin/stack2cabal

Didn't work either (and resolved to /.cabal/bin/stack2cabal.
