Frontend typecheck is not failing on PRs

Behavior

Something that's been discovered recently is that the typecheck that's being ran on the frontend for PRs is not failing when there are errors. This command can be ran locally with yarn typecheck in the frontend directory. See recent PRs where there are errors reported in the Run Nuxt Type Check step, but the workflow still passes.

This was closed via #1138 as it was an issue with the version of Nuxt we were on :)
