Eagle won't use the adafruit.lbr in $HOME/external_lbrs unless you explicitly specified so.
At least in the MacOs Sierra, Eagle v8.3.1.
To Use the library just try to add a new component to the schematic, click on "Manage Libraries" button at the bottom -> Available Tab and select the adafruit library in the list, finally just click the "Use" button.
