Find a way to integrate with request/current thread locale

Assuming this api will be used in back-end web services, integrate with request locale in http headers.

In other occasions(if any), such as Windows Desktop apps, integrate with locale of current thread..

Integrating with the system language is very nice opinion.

I will add this issue to roadmap.
