new location option for plotting stream tags in record sections

Feature Request

I was trying to plot stream tags on top of the seismograms and to the left, but it looks like recsec only gives you the option to plot it on the bottom of the seismogram to the left. This new option will be helpful to have.

Also, the header NET.STA.LOC.CHA|AZ|DIST need not be shifted to the top but can stay at the bottom (within the box) when the station tags are being plotted on the top of each seismogram. I think this should be the behavior, else the header can clash with the plot title.
